"Llanelli make eight changes in their starting line-up due to injuries and the unavailability of the Wales Under 20's players (who play England at Pandy Park on Thursday evening). That coupled with the red tape of the regulations to the permits of players, sees Llanelli again being not allowed to field 22 players. Surely this ruling where you can only permit 4 players from Division 1-6 needs to be reviewed as it is denying opportunities for young players to progress."
